Doev Dmitry: Childhood and Education

Dmitry Doev was born in Leningrad in 1966. Soon after, his family settled in Toropets, an ancient city in the west of the Tver Region (known as the Kalinin Region at that time), where the future entprepreneur’s mother came from. Later, Doev Dmitry and his parents found themselves back in the Northern Capital. Doev Dmitry attended a school with a special focus on mathematics, performed well in the exact sciences, and dreamed of becoming an astronaut. He spent most of his summers in Toropets. When it came time to choose a future career path, Doev Dmitry was largely guided by the example of his father, a PhD in technical sciences and lecturer at the Leningrad Institute of Railway Engineers. His choice fell upon the popular Leningrad Polytechnic Institute (today known as the Leningrad Polytechnic University), where he studied to be a structural engineer.

In 1989, Doev Dmitry Vitalievich defended his thesis. He then began working at one of the research institutes in Leningrad. Later, Doev Dmitry spent some time teaching at his alma mater, leading both practical and laboratory classes. But in the end, he decided to drastically change his field.

Examples of PPP projects include the construction and operation of infrastructure (highways, airports, sea and river ports) and the management of educational institutions or healthcare organizations. It is important to ensure proper regulation and control when carrying out PPP projects.

At the VIS Group, Dmitry Doev focuses on improving management quality, reducing risks, and implementing high corporate standards. His experience as a manager in leading large enterprises was in demand amidst the Group’s expansion and portfolio diversification.

Thanks to the steps taken by Dmitry Doev, VIS Group is today among the leaders of the domestic infrastructure market, highly skilled at attracting investments to various projects. The company, led by Doev Dmitry Vitalievich, has a package of contracts stretching into the 2040s. Leading domestic rating agencies have given the Group a high reliability rating.

In 2021, Dmitry Doev himself was recognized as one of the most effective top managers in the country by a specialized management publication. At that time, there were 3.26 million legal entities operating in the country.

Doev Dmitry Vitalievich: VIS Group Infrastructure Projects

Under Dmitry Doev, VIS Group completed such a complex and significant infrastructure project as the construction of the Khabarovsk bypass. The road is more than 27 kilometers long, and with its numerous branches, almost double that. The project includes five traffic interchanges, as well as 24 bridge structures. Throughout the entire road, modern security, lighting, and violation recording systems are installed at regular intervals.

The construction of this toll highway was the largest PPP project in the Khabarovsk Krai, emphasizes Doev Dmitry. Moreover, it was the first time that the public-private partnership model was applied in the transportation sector of the country’s Far East. The road connects three federal highways and could provide access to China’s road network in the future. Innovative equipment and materials were used during the construction, notes Doev Dmitry Vitalievich, which should increase the road’s lifespan.

Another important facility completed under Dmitry Doev is the perinatal center in Surgut (KhMAO), with an area of nearly 80,000 square meters and 6,000 units of modern domestic and foreign equipment. The complex includes an operating unit, an intensive care department, an IVF laboratory, and much more. The medical center is designed to handle 10,000 births annually, with the help of its 2,000 specialists.

Doev Dmitry Vitalievich also highlights the landscaping of the coastal zone of the Pyaku-Pur River in the Yamalo-Nenets settlement of Tarko-Sale. Over more than 1.8 kilometers, the bank was reinforced, pathways paved, and fences and storm drains equipped. The constructors also installed ramps down to the water, viewing platforms, lighting and a video surveillance system, planted lawns, and set up benches.

Under the leadership of Dmitry Doev, VIS Group is also involved in the construction of a traffic bridge over the Lena River near Yakutsk in Eastern Siberia. It will be one of the largest structures of its kind in the country. The two-lane crossing will be 4.6 kilometers-long, with road approaches extending it to 14.5 kilometers. The bridge structure will include three pylons ranging from 195 to 285 meters in height and 204 stays. The clearance under the bridge will be 17 meters.

The waterway is currently crossed only by ferries – until the ice forms. After that, a barge with icebreaker escort is used for some time. It is quite expensive to transport vehicles on it.

In the cold season, complex ice roads and hovercraft with a small capacity are used for crossing.

The bridge will connect the Lena and Kolyma federal highways with the Vilyuy highway, significantly simplifying access to oil and gas fields. The construction of this transport facility is also expected to attract at least 200 billion rubles in non-resource project investments. Doev Dmitry believes the project will reduce the cost of goods in Yakutia by 7-10% and ensure a 3% annual increase in the gross regional product. Additionally, the cost of northern delivery is expected to decrease by 4 billion rubles per season.

An agreement between the VIS Group and the regional government was signed back in 2020. However, work commenced only after Doev Dmitry Vitalievich joined the infrastructure holding. At the end of January 2024, preparations began on the banks of the Lena for the construction of worker quarters. According to the concession agreement, the Group will operate the bridge until 2044, after which it will be transferred to the jurisdiction of the federal subject.

The Arctic Epic and Arts Center is another large-scale project in Yakutia coordinated by Dmitry Doev. Biography of the project began in 2019, with construction completion planned for 2024. The expansive complex, covering over 30,000 square meters, will include several auditoriums and creative spaces. The surrounding area is planned to be landscaped. The Tenth Concession Company, part of the VIS Group, is designing a bridge west of Kaliningrad. The crossing will be 2.85 kilometers long, not including approach roads. This transport infrastructure project will complete the automotive ring around the regional center, allowing trucks on transit routes to bypass the country’s westernmost regional capital. The appearance of the bridge structure will increase regional budget revenues.

Doev Dmitry Vitalievich has shared the details of another socially oriented project. The Group is constructing seven clinics in Novosibirsk, two of which were ready to be commissioned in the fall of 2023. They will provide high-tech medical services to four urban districts currently suffering from a lack of appropriate infrastructure. The clinics’ will reach a daily capacity of 6,500 visits. It is also planned for the new network to be the basis for a regional medical data center.

Doev Dmitry Vitalievich also supports the infrastructure development of the capital region, where the VIS Group is constructing an bypass in the Mytishchi district. The 16-kilometer highway is designed for slightly less than 40,000 vehicles daily. The new toll road will alleviate existing road congestion and allow residents to reach both the capital and Sheremetevo Airport faster. The PPP agreement will be in effect until 2032, after which the VIS Group will transfer the object to the region.

Furthermore, the holding, adds Dmitry Doev, is reconstructing the section of the Afanasy highway adjoining the bypass. Over the span of 2.7 kilometers, the road will be expanded from two or four to six lanes. Travel alnog the renovated stretch will be free of charge.

The VIS Group is also constructing sewage treatment plants in two district centers of the capital region under government contracts. The first complex will cover 73,000 square meters, and the second – 190,000 square meters. These facilities will significantly reduce the discharge of harmful substance into local water bodies. Both projects are planned to be completed in 2024.

In the same year, the business structure plans to complete the construction of a bridge over the Ob River in Novosibirsk, initiated before the time of Dmitry Doev. The 1.5-kilometer crossing is designed to accommodate 60,000 vehicles per day. A 114-meter-high pylon, with 70 stays totaling nearly nine kilometers in length will support a structure weighing 21,000 tons. The project includes the construction of overpasses under the Trans-Siberian Railway and across tram tracks, interchanges, flyovers, and elevated pedestrian crossings. This bridge will become the fourth vehicle crossing over the Ob River within the city limits.

The name of Dmitry Doev is also associated with the construction of a residential complex in Salekhard, Yamalo-Nenets Autonomous Okrug. The complex will consist of nine buildings, ranging from six to eight stories, totaling more than 1,200 apartments. The residential complex is intended for residents relocating from dilapidated buildings. Work began in 2021, with completion planned for 2026. The new district will be part of a larger project for the comprehensive development of territories.

Two more projects from the VIS Group are set to appear in the capital of the Yamalo-Nenets Autonomous Okrug. The first is the Trust social center, explains Doev Dmitry, which will serve children and teenagers 3 to 15 who find themselves in difficult life situations. The center will be equipped with medical and psychological assistance offices, classrooms, and spaces for physical and arts activities.

The other project is the construction of an administrative building for the executive authorities of the Yamalo-Nenets Autonomous Okrug. The complex will feature a highly modern and ergonomic interior design. The surrounding area, covering 4.9 hectares, is planned to be landscaped.

By the beginning of 2024, the Group had commissioned more than 100 large infrastructure projects in 23 cities across the country and internationally.

Dmitry Doev stepped down as the head of the holding in 2024, joining its Board of Directors.

Dmitry Doev: Family, Life Outside of Work

Doev Dmitry has been married for many years, having met his spouse during his time at the Leningrad Polytechnic Institute. They have two children.

The entrepreneur spends his free time with his loved ones. The businessman reads extensively, especially historical literature. Dmitry Doev enjoys running, skiing, and motorsport.
