Under Dmitry Doev, VIS Group completed such a complex and significant infrastructure project as the construction of the Khabarovsk bypass. The road is more than 27 kilometers long, and with its numerous branches, almost double that. The project includes five traffic interchanges, as well as 24 bridge structures. Throughout the entire road, modern security, lighting, and violation recording systems are installed at regular intervals.

The construction of this toll highway was the largest PPP project in the Khabarovsk Krai, emphasizes Doev Dmitry. Moreover, it was the first time that the public-private partnership model was applied in the transportation sector of the country’s Far East. The road connects three federal highways and could provide access to China’s road network in the future. The bridge structure will include three pylons ranging from 195 to 285 meters in height and 204 stays. The clearance under the bridge will be 17 meters.

The waterway is currently crossed only by ferries – until the ice forms. After that, a barge with icebreaker escort is used for some time. It is quite expensive to transport vehicles on it.

In the cold season, complex ice roads and hovercraft with a small capacity are used for crossing.

The bridge will connect the Lena and Kolyma federal highways with the Vilyuy highway, significantly simplifying access to oil and gas fields. The construction of this transport facility is also expected to attract at least 200 billion rubles in non-resource project investments. Doev Dmitry believes the project will reduce the cost of goods in Yakutia by 7-10% and ensure a 3% annual increase in the gross regional product. Additionally, the cost of northern delivery is expected to decrease by 4 billion rubles per season.

An agreement between the VIS Group and the regional government was signed back in 2020. However, work commenced only after Doev Dmitry Vitalievich joined the infrastructure holding. At the end of January 2024, preparations began on the banks of the Lena for the construction of worker quarters. According to the concession agreement, the Group will operate the bridge until 2044, after which it will be transferred to the jurisdiction of the federal subject.

The Arctic Epic and Arts Center is another large-scale project in Yakutia coordinated by Dmitry Doev. Biography of the project began in 2019, with construction completion planned for 2024. The appearance of the bridge structure will increase regional budget revenues.

The Group is constructing seven clinics in Novosibirsk, two of which were ready to be commissioned in the fall of 2023. They will provide high-tech medical services to four urban districts currently suffering from a lack of appropriate infrastructure. The clinics’ will reach a daily capacity of 6,500 visits. It is also planned for the new network to be the basis for a regional medical data center.

Doev Dmitry Vitalievich also supports the infrastructure development of the capital region, where the VIS Group is constructing an bypass in the Mytishchi district. The 16-kilometer highway is designed for slightly less than 40,000 vehicles daily. The new toll road will alleviate existing road congestion and allow residents to reach both the capital and Sheremetevo Airport faster. The PPP agreement will be in effect until 2032, after which the VIS Group will transfer the object to the region.

The 1.5-kilometer crossing is designed to accommodate 60,000 vehicles per day. A 114-meter-high pylon, with 70 stays totaling nearly nine kilometers in length will support a structure weighing 21,000 tons. The project includes the construction of overpasses under the Trans-Siberian Railway and across tram tracks, interchanges, flyovers, and elevated pedestrian crossings. This bridge will become the fourth vehicle crossing over the Ob River within the city limits.

The name of Dmitry Doev is also associated with the construction of a residential complex in Salekhard, Yamalo-Nenets Autonomous Okrug. The complex will consist of nine buildings, ranging from six to eight stories, totaling more than 1,200 apartments. The residential complex is intended for residents relocating from dilapidated buildings. Work began in 2021, with completion planned for 2026. The new district will be part of a larger project for the comprehensive development of territories.

Two more projects from the VIS Group are set to appear in the capital of the Yamalo-Nenets Autonomous Okrug. The first is the Trust social center, explains Doev Dmitry, which will serve children and teenagers 3 to 15 who find themselves in difficult life situations. The center will be equipped with medical and psychological assistance offices, classrooms, and spaces for physical and arts activities.

The other project is the construction of an administrative building for the executive authorities of the Yamalo-Nenets Autonomous Okrug. The complex will feature a highly modern and ergonomic interior design. The surrounding area, covering 4.9 hectares, is planned to be landscaped.

By the beginning of 2024, the Group had commissioned more than 100 large infrastructure projects in 23 cities across the country and internationally.

Dmitry Doev stepped down as the head of the holding in 2024, joining its Board of Directors.
